I read this as protecting more conservative states (such as his Alabama) from a blanket federal order to limit prosecution. In other words, you want to smoke dope, fine; do it in a state that has passed a law allowing it. But if you smoke it in a state that doesn't protect it, don't expect the feds to look the other way.
If you want to rail against the federal drug laws, start petitioning your congress men and women to update the law. Then Sessions will have no reason or claim to crack down on usage.
