Stupid question-day trading OTC Penny stocks

If I'm on Scottrade and want to sell and rebuy on the same day, will it allow me to buy the shares back again before the 3 day settlement period? I have a margin account but I know that does not apply to penny stocks. I know about round trip rules, just wondering if I will be physically able to make the purchase.
