Over 100M people annually drive through Chicago, and there are still some empty highway billboards to be leased. And that is just vehicle traffic. When your stuck in traffic you will be looking at the ads. Imagine a simple, colorful, Viva poster, on 24/7, 3,600 seconds per hour... and it doesn't have to be Chicago, I just know the area because I was born there. Any mega city with a large Hispanic background needs a basic Viva poster to be seen no matter what time it is. 5 seconds every 15 minutes is wasteful, and 100M people will not see the ad, if you wan't to calculate this, that's roughly 11,416 people an hour, which Viva currently shows the ad for 20 seconds every hour, so the exposure is 3,805 people a day. Put it on a normal poster-type billboard, the exposure is 11,416 people a day.
