Its not a fraud. Try reading past the title. It clearly states that $3,000,000 of debt was left which are getting converted into new shares per new terms. It also clearly states that roughly 15M of INITIAL shares toward that debt was issued. MAXM had 15M shares to dump today so todays action not surprising at all.
