I'm not a big believer that all gaps fill, but when they don't I believe that technicians can generally find a reason why they don't, so it doesn't violate their rules. I can live with that.
I believe that by the end of January if it hasn't filled, their will be sufficient reasons for it not filling that most technician would say it won't fill, in short it would be OBE.
The technicians I've met and respected felt the same way about gaps in the down direction, though in some cases when caused by some really bad news they thought they'd fill, but it might take year's, even decades. To me, gaps either direction could be OBE and if so, they have no influence on whether they ever fill or not, though at some point they may do so. If they do, it's not because their was a gap, it's because either sufficient bad news brought it down, or sufficient good news brought it up, but I know the technicians will say it's because their was a gap.
I believe that if you see OWCP selling for $1 or more, you'll never see $.435 again, that I believe is where the gap occurred.
