yes it is. When you cant get bank loans, as most pinksheets/OTC companies cant because their business credit stinks or their business plan is flawed then they must reort to other means of financing. Sometimes they resort to Toxic financing with firms like Cornell Capital or they go the dilution route. Lets hope this works out
