The Preliminary Q4 financials prepared by mgmt and state such on their face are not going to be filed with the SEC. They will be for informational purposes only. That way interested parties/investors will be able to compare Q4, 2016 to Q4 2017. It's not a violation to prepare preliminary quarterly financials by mgmt. Many companies prepare preliminary financials monthly or quarterly.
