I called the NY Division of Corporations to inquire a bit more about this new filing.

What they confirmed is that it is a business name reservation and nothing more. It means someone spent $20 to reserve the name and now have 60 days to formally file the corporate paperwork with the state of New York. If they do not do so, the name reservation expires and anyone can grab it. There are also some extensions available with the right criteria met if they fail to file the corporate paperwork by February 17, 2018.

What this means anyone with $20 could have filed this name reservation.
