I think at this point the shares aren't worth much as collateral for any loan. SIAFs history of profits, business plan, and credit history is probably more important.

Regarding the large volumes and no price movement, obviously this has to be the market makers trading between them. I don't see how you could get such massive volumes otherwise without major movements in the share price.

Remember that if the big players (the owners of DTCC) has short positions that they need to cover (in 21 days I think?) they could simply do another circular naked short sell amongst themselves to cover the expiring short and thus postpone indefinitely their position. One way to at least verify that naked shorting is happening is checking out the FTDs on SECs website (though there's nothing stopping the DTC from not reporting given short positions, and I don't think it's possible to subpoena DTC or any other financial institution since the proof required is the information sought. That's also true for the SEC itself).
