Shelf Offering (?) of up to $150M.

I am not sure I understand it correctly. On the one hand, the size of the offering could be another good sign that they anticipate approval? Maybe their thought is that they anticipate share price closer to $30-50 and only having to offer 3-5M shares in the future?

But on the other hand, $150M right now would cut everyone's current portfolio in half. I know early biotechs have to raise money, but it sucks that VBLT keeps cutting enthusiasm with these offering announcements. I am not sure there is ever a good time, other than never, but dang...
