Tried to do some DD for you, but I saw on NVNT-board you found most yourself. The message on the website is new. If the website comes back, it means the company still exists. I said 'if', because I've seen that message on more websites. Most will indeed renew the website (but it can trake months), but I know some cases where this message is shown for years now.
But let's assume they will renew the website, then the most important question is if they will consider themselves still as a public traded company. I know some companies with big revenues, but they stopped filing and there is no mention of the ticker on their website anymore. Somehow they got private without any payout to shareholders. Don't know how that exactly works and if it's legal, I guess it's one of the sectrets of OTC.

You could pay for the document https://icis.corp.delaware.gov/Ecorp/EntitySearch/NameSearch.aspx to see if the company is still active, if the directors are still the same, etc. Maybe it's reinstated and they changed officers, hence the new website. Or maybe they kept the company active all the time, I don't know. Best of course is to reach ou to the comany/officers, but you need contact info. I couldn't find that.
