We do have a pro business administration, but this is a pro big business move. The At&ts, Verizons, Time Warners, and Comcasts will be able to control the access and speed limits on the superhighway and the companies like Viva (and even Netflix) will have to pay a toll if they want to have internet speeds fast enough to stream HD. The toll will get passed down to the consumers. We now potentially have bullies on the way to school that want our lunch money. We can pay them or go around them and take longer to get to school. I'd personally beat them up, but the law is on their side now. In the end I suppose it comes down to who you trust more to regulate the Internet, the government (FCC), or big businesses.
