This is all I know and what I've witnessed over 58 years of my life.
When Government/FCC get involved they tell the public, lets us make into a utility, it will be cheaper for all, and allow more business to participate. This arguement is Total Bull. The end game for the FCC was total control over the "Free Internet" . They will invent new ways to tax this service. They stifle innovation with regulation. They end up picking the winners and the losers. We want the FCC out of the internet business.
