I'm saying if I want to trade PAIM but can't because of the Scottrade restriction I'm losing opportunities to profit so isn't it a wise maneuver to use another broker to execute the trade who doesn't restrict PAIM? I'm not suggesting moving stocks between brokers, just clean buys and sells independently.
