Their plan does not call for immediate outsourcing of the product.
From what I gather from the 10K is they only plan to manufacture in a small quantity in-house (with some components purchased outside)until sales get up to a point of needing to outsource the production.

Will they be able to get past the initial in-house production and assembly? It does not look promising, but then again I have seem greater surprises in the business world. So if this is a scam, they have managed to extend it a bit longer. The 10-K coming out was a surprise. They found an auditor afterall.

In the 10K, "SEI has the only turbine in its class to do certification testing and pass. The WindCutter was rigorously tested by ATA Engineering, Inc., and it effectively completed the thorough mechanical engineering review. It successfully met all the criteria per the International Electrotechnical Committee (IEC) Standard IEC 61400-2 for "Small Wind Turbines." It was verified by their high-accuracy engineering analysis to Small Wind Turbine Class 3, which includes sustained 50-year extreme winds of up to 117 mph, as well as worst case gusts stipulated by IEC."

This is to their credit but it is not Certification from the Small Wind Certification Council which is what is needed. Was their application turned down for failure to qualify as OEM? This needs to be answered by SEI in their quest to be transparent as mentioned in the 10K.
