For starters, end frivolous lawsuits by making those who bring them to court responsible for all court fees plus damages to the defendant, plus penalties for tying up the court. Then limit lawyers' fees to a maximum amount or an hourly fee, whichever is higher. If a lawyer spends 200 hours on a lawsuit and the client gets awarded $40 million, that lawyer should get a good fee, but not 30-50% of the award. These would lower the costs to HMOs, who could pass on their savings to patients in benefits.
