Only a serial scammer like Hanks would do a groundbreaking ceremony without the financing being arranged - it was for pumping purposes only.

Hanks has obtained over $1 million in toxic financing - and negotiated some of the worst terms ever.

Hanks will never obtain financing - other than toxic so there won't be a refinery except in the pinkyland fantasies.
