I exchanged emails with Jim Sims this morning, asking Jim if they were going to put out a news release about the NDAA being signed, and if the language about scandium was included in the final version of the NDAA legislation with H.R. 2810 Here is Jim’s reply. I underlined the briefing issue.

• Yes, the final bill contained the language adopted by the Senate in its Committee Report accompanying the NDAA. That language is here, on page 287: https://www.congress.gov/115/crpt/srpt125/CRPT-115srpt125.pdf

• No on a press release regarding the final signature into law of this legislation, given that nothing has changed from the previous announcement we made and given that the DoD has already provided its briefing to the House and Senate Armed Services Committees, as was requested in the language noted above). Further, given that the language on Scandium in the bill is part of a longer-term market development strategy, and is not something from which we would expect any immediate results, I also do not want to issue something that might lead investors to erroneously conclude that government action along these lines is imminent. It is not.
