Just not sending the payment would violate the law. It has to be done through vongress and or administrative. 4560 passing keeps fnf alive but in conservatorship thats the whole issue. The path is in question. What is not is that wether they survive or not. There is nothing in writing that is saying they will not survive. Ultimately its utility but how does common fare with conversion. They could easily zero out which is jacked up. For whatever reason it appears that they dont want to even give a dog a bone.
