Exemptions Are Lawful, Even in War. FINRA rules cite OTC rules. There is shown no modifications of OTC rules. Exemption rules are statute and contract. Some people even go to war anyway, maybe even hoping all their buddies get killed. Those decisions are personal, and not a matter of law. The war participants do not get executed, for example. Their buddies are dead. That is the law.
