Nasdaq has it wrong. (I don't know why.) There are 16.6 million shares out (fully diluted), per Jim Parsons, CFO. He says to use that number for the fully-diluted share count, although that count does include some preferred shares. This seems to make sense, since 2,173,000 shares is quite close to the percentage of shares that Matrix is claiming to hold (16.5%), allowing for the difference of 3.5% (16.5% vs. 13%) being accounted for by the preferred shares. 2,173,000 is probably 16.5% of the outstanding common shares.
Matrix is not listed as a shareholder as of 9/30/17.
So, if you add Matrix's 2,173,000 to the 5,131,566 already held by institutions, you get 7,304,566 institutional shares held. That means there are about 7 million shares in the float.
Take this with a grain of salt, because my math sucks.
