in the first six months Mexus issued 35,376,062 common shares, of which over 20 million were issued in the second quarter. That certainly qualifies as "tens of millions of shares issued" in a single quarter.

And as the price of the stock declines, the amount of stock they have to issue increases, which means the number of shares issued in future quarters is almost certain to grow. Even when they are adding liabilities and not paying what is owed, which they did last quarter, too.
