They announced buyback then did nothing for a month. They have about two months to get the price to where they said they want it, and considering the limitations they have themselves (not three days before or after a press release, not fifteen days before a quarterly or yearly report, and only buying the four week average) it's quickly becoming statistically impossible to teach that February deadline.
