A company must hold its annual shareholder meeting no later than 12 months following the end of its fiscal year. Please note, however, that most companies hold their annual meeting within six months of their fiscal year end.

No the special meeting wasn't an annual meeting. There are certain requirements for annual meetings that the special meeting did not meet. Also, the company references 2017 annual meeting (which hasn't happened) for executive compensation disclosure, which also has to be provided each year.
