Mine gold without water... Gee, I'm having a hard time thinking of a gold mine anywhere that doesn't use water in the process. Technically, there are dry placers but the two issues are 1. Recoveries are even more miserable than with a conventional set-up, and 2. You are still going to need water to keep the dust down - EPA and MSHA will insist. This is why there are no operating dry placer mines - it's been tried and didn't work.

Why would there be less of a water issue in the winter months? The vast majority of mines in Nevada rely on wells to supply them. Surface water is neither abundant nor easy to get the rights to. If anything, the surface discharge volumes decrease in the winter.
