The Canadian senate are a bunch of old fogie politicians (envision Ronald Regan snoozing x 10) that are like taking the issues to your Dad for perusal before you hit the buy button. They are appointed usually because it was deemed by the PM that they contributed to the political landscape, usually for years. They only spell delay to me because they will want to revue it and drag it out to do it right which doesn't happen in politics very much. It is hard to get them to show up half the time. One more obstacle/delay to regurgitate what we already know with a redneck attitude.
