If there is concern of coordinated short attack,

If everyone (or enough) place crazy high sell order wont it prevent shares from being borrowed for shorting?

I don't follow things enough to accuse anyone of manipulation, and I wouldn't know how to do it anyway. But just from a technical aspect wouldn't any shares with an active order not be available for shorting?
