It refers to the fact that the stock is not reversing the uptrend, yet it is not yet continuing the upward movement yet.

So if a stock is moving from $10 to $15, then it drops to $13.5-$14.0 and moves sideway for some period. Technically, it is still higher than where it starts, it moves sideway building a new base..for potential upward movement. Its called consolidation

If it is going back to $11 or $12 or even $10, then I (personally) would not call it consolidation
