Yes they do! You are clueless about the patent process for two main reasons (it was more than two but you got educated on this board)

1- Australian Innovation Patent is completely different than a provisional patent. No provisional patent gives you IP protection for 8 years.

2- Provisional patents do not get rejected or accepted. As the name says they are provisional. OWCP’s provisional applications have opinion letters not rejections. But even actual patent applications get rejected and later approved after it is updated. This is a part of the process.
