They, including TMPS, already know a certified audit will show (read: expose) Auditor's doubts that the company is adhering to audit standards that would give an average informed investor confidence in its business operations. So, they save the cost and knowingly write-off many of those informed investors. And, they know that they are left with people who won't know the difference anyway. That is why they dilute too.
