Campo's Plan was to milk the stock for as long as he could before the SEC revoked it.
There is absolutely ZERO evidence that Campo ever actually tried to get current at all.
And there is absolutely no reason why Campo would try to reregister the stock. It makes infinitely more sense for him to just transfer the assets into a clean shell (i.e., one without NEWC's massive debt and huge number of outstanding shares - and old shareholders) that he would control. Why in the world would he want to share with the old debt holders and common shareholders when he could keep it all for himself when he runs the same game again?
