As far as I know from the GERS filings outstanding shares are part of the issued shares. Also they can issue as many shares as they like as long as they stay within the amount of authorized shares without filing.
Shares that are issued but not outstanding are held as common shares by the company.
So the amount of shares at this time could be anywhere between 7.2 and 10 billion.
