About naked short selling ....

If naked short selling is so hard to prove in the BB/Pk markets and these companies are stuggling as it is, then why doesn't the SEC make a ruling NOT to short sell in these markets at all!
Oh wait that would be too easy for them ...... God forbid someone protects the individual investor instead of the short seller!
