He was avoiding a specific date for a reason, in my opinion.



It appears the reason was due to ongoing litigation



No your statements are opinions, mine are facts. He either failed to file before the deadline or he asked for and was granted an extension for an additional known period of time. They didn't just tell him to get it done as soon as he felt like it.
