If you recall, Ken Starr was appointed to investigate Clinton and Whitewater - he didn't know about the Clinton-Monica Lewinsky affair until he got deeper into the Whitewater investigation. Nobody knows what direction an investigation will go while it's underway and when information came about crimes of money laundering by Trump's Campaign Mgr and his business partner, Mueller could not ignore it.
