If it is highly likely to surge back to 0.0018 (which was back in 2014 by the way ) why would anyone sell now? The reason is because it ain't going back to the high of 2 years ago.
As an alternative position:If a major holder is contemplating a huge dump in a few weeks, why would anyone buy into this dilution.
So, dump now and take a loss, or hold and take a bigger loss. Looks to me like a wait-n-see until at least, January, but it certainly isn't a buying opportunity.
