Where are you getting that figure for shares in short position? Investors often misinterpret the Reg SHO reports as reflecting short positions, when in reality that report reflects shares not delivered as of the day of the trade, i.e. shares to be delivered within the settlement period, etc. The periodic Reg SHO reports do not mean that there are that many shares in short position which need to be covered.
