It's exactly what they did last year. Increase the AS to survive, have the RS at the ready to uplist if the opportunity presents itself. They shouldn't qualify for Nasdaq or the NYSE depending on the tier on their own by year end 2018, upgrade within OTC wouldn't require an RS. IMO, uplist is unnecessary until they can support it, costs a lot more and requires legitimate reporting, not annual audit OTC garbage.
