I now read Mr. Mims tweets as saying his troubles were a lack of funding in the context that those that held it were themselves troubled with Mims Motors using an unproven alloy (Kryron) and required Mims Motors to take steps backwards and negotiate an alloy supply from an established manufacturer, which caused Mims Motors to spend time researching what supplier they required, thus the delay Mims Motors experienced.
Conclusion: Bourque Industries accomplished their side of the agreement, it was the funding side of Mims Motors that caused the shit to happen.
If so, then Bourque Industries has attained a level of preparedness ready for success to now happen.
