No, I don't think so. There is always cross-licencing, investments in new technology, and flat out acquisitions that can bring in a new or needed technology.
Think Cisco systems for a good example of growth by acquisition. Intel does some of this and has invested billions into startups with the hope that they succeed and perhaps be internally useful later.

Besides we really don't know the extent of IP Intel may have related to GPUs. Meanwhile working with AMD on GPU looks to be a win-win.
