Patent application paid 15 Millions ???

Do I interpret the Financial filings correctly :

The final fair value of the single identifiable intangible asset acquired in the GeoTraq acquisition is a U.S. patent application USPTO reference No. 14724039 titled “Locator Device with Low Power Consumption” together with the assignment of intellectual property that included historical know-how, designs and related manufacturing procedures is $15,963.

Assets would be way way way evaluated and financials would look terrible...

Not even a patent, just an application !!!!
