It sounds like an internet connectivity issue.

We had 1 subscriber (firehouse) out of like 20 here complaining of something similar. ISPs will secretly strangle your bandwidth unless you upgrade.

That guy at face value had enough bandwidth but I bet they were screwing him behind the scenes. And once he paid them more for an upgrade, i believe his worked as well as ours.


Are you a cell provider by any chance? Do you have first hand knowledge of their connection?
- does the person have an unlimited plan but on a network that scales back over 20gb?
