The peer review required by BofA is not completed yet. It will occur after the Engineering is done with Amec Foster Wheeler in Dec.

The latest minutes from the port are dated Sept, 18th.
Here is a note regarding BSP in the minutes:

Project "Skate" - Port staff is still in discussions with the potential tenant regarding development and is also working with appraiser regarding an updated property valuation.

Everything seems to be moving forward. Slowly right now, But will pick up pace once the engineering is finished in Dec.
