Every person on earth knows when you start a business, you put advertising cost in the budget. Even if you don't have it, it is a very wise debt. It's not so much the money factor for me, it is the fact they are not advertising at all. For where they are now in their progress, the fact that they have not advertised at all is a huge red flag for me. So for every reason people put out an excuse for not advertising now, that's what it is an excuse.
