If short sellers were manipulating the price down, the short positions would be increasing significantly, not remaining flat.

I find that whenever stock prices fall, it's explained as manipulation by short sellers, market makers or someone who "wants to buy cheap" and when prices rise, it's savvy investors piling into a great opportunity. I think the technical term is confirmation bias.

When you think "there can't be that many people falling for this", remember the Bernie Madoff story and recall that over $50 BILLION of smart money fell for a great story.
