It's called illegal naked shorting.
Anyone who believes there is no shorting in sub pennies is ....

You think stocks march up monstrously because of buy pressure alone? Or that they march downwards because of gravity?

The astronomical runs on name changes is a direct result of illegal shorts. They are necessarily forced to cover and reconcile books. That's a good chunk of the buy pressure: short covering.
