It gets tricky. Some argue that existing claims are not valid unless the holder can prove without further exploration that commercial minerals exist on the claims. This is often completely impossible to do, and the people who wrote the law surely understood that. Currently, it seems that the government is considering relaxing these absurd restrictions.
