Yep, LW, this is one to be examined at Harvard Business School. Topic will be how to screw everyone but your short friend. SEC could easily, easily see who was a short a million shares or more and follow the money trail. They won't. Why? Because they are con as well. They exist to instill the appearance of integrity in the market. I hate the Securities Exchange Commission more than any organization I the world.
