OK, you win! How about we settle for 99.7%.
Seriously: PSTI management has a pretty good idea of what US officials are
thinking, but of course nobody can say with certainty of
what legislators will do.

On the other hand, this is the Trump
administration, they actually like and support our military.
That gives me high confidence that it will be done.
AND... if not, I suppose it will light a fire under the FDA's butt to
get this to our military, esp. with someone like Dr.Gottlieb in charge.
(his objection to loss of FDA purview is coupled with an offer to
speed things up!)
