Seller is forcibly pushing the ASK down to capture all of the SELL transactions. It's pretty obvious he has a large inventory of shares to liquidate so there is no reason to hit the ASK when orders on the bid will get filled in the walk down process.

As long as the seller is going to persistently control the price at the ASK and continue this downward spiral there is no reason to accumulate shares till there are indicators the selling pressure has reached a conclusion.
